Developmental Disabilities Waiver Services Coverage and Limitations Handbook May The handbooks provide descriptions and instructions on how and when to File Size: 2MB. The Developmental Disabilities Waiver Program helps children and adults with developmental disabilities.

To qualify for services, the individual must: • have mental retardation, diagnosed before age 18 or • have a specific related condition and functional limitations in. T he final HCBS settings rule (The Final Rule) created new requirements for all DD Waiver residential and non-residential settings/facilities, including that they. operating agencies.
